The best defense...

This Howard Kurtz piece about the Kerry campaign's rapid-response team certainly speaks well of Kerry's new advisers and the revamped war room, but it still seems like the Bush campaign is winning the ad wars. Bush keeps attacking, and Kerry keeps defending. Why doesn't Kerry's campaign start attacking, "pre-emptively" as it were? Why are they always on the defensive?
