Calling all paradigm shifts!

I've argued that Bush's health care proposals would destroy employer-based health care before, but I also thought this was merely because the president and his policy team were profoundly stupid individuals who didn't know what they were doing. Now, however, the Washington Post tells us that Bush is in fact actively trying to destroy employer-based health care, so I need a new theory to explain why he would do such a thing.

...the best I can come up with is that he's hoping to trigger a socialist revolution. Last days of the Tsars and all that. But that can't be right. Can it?
